Notes:
The 21st – 23rd Budokais each had 8 participants (chosen by preliminary matches).

The 24th – 25th Budokais each had 16 participants (chosen by a punching machine), and included a Junior Tournament.

The 26th – 28th Budokais each had 12 participants (unknown method of choosing), and the winner went on to face Mr. Satan for the "true" championship.

The 25th Budokai also included a special event in which the Junior Champion fought an exhibition match against Mr. Satan.

Aside from the 24th Budokai, Mr. Satan won every tournament (25th-28th) by cheating. He did NOT cheat to win the 24th (this is largely misunderstood).
